The American Army is developing airfields etc on upper Yangtze with the idea of opening up water borne lines of supply to the forces further down the river. Our idea was to provide immediate information about British facilities (e.g. Asiatic Petroleum Company storage tanks) on or near this line of supply.

Meanwhile General Olmsted has made direct contact with certain British business representatives here one of whom, Asiatic Petroleum Company's man, has expressed criticism to him on lines you indicated. This seems to us merely to make it more urgent that economic liaison officer be sent here without delay, and that we be authorised forthwith to give official and confidential explanation of his proposed functions to the British business men.
